The election superintendent holds a citywide vote on Tuesday, November 4, 2025. The ballot asks whether Demorest may use Redevelopment Powers Law authorities. Notice is published at least 90 days before and once a week for the two weeks before the vote in the official organ of Habersham County. The city pays the election cost, and results are certified to the Secretary of State. If more than half vote Yes, Section 1 takes effect immediately. If not, Section 1 does not take effect and the Act is repealed on January 1 right after the election.
The law authorizes the City of Demorest to use all powers under Georgia’s Redevelopment Powers Law. The city can do community redevelopment, create tax allocation districts, and issue tax allocation bonds. Section 1 takes effect only if a majority of voters approve the local referendum on November 4, 2025. Conflicting laws are repealed so these powers can operate.
