New procedures for Lottery licensees and hearings

The Georgia Lottery Corporation can set most operations rules without using the Georgia Administrative Procedure Act. Licensing rules and disputes between licensees must follow the Georgia Administrative Procedure Act, unless another law says otherwise. Hearings under Code Section 50-27-102 use the Georgia Arbitration Code. All other hearings, and rules tied to administration, enforcement, or violations, must follow the Georgia Administrative Procedure Act. The law takes effect when the Governor approves it or it becomes law without approval.
