Tybee Island sets rules for backup mayors

Tybee Island’s council must choose a council member as mayor pro tem, the mayor’s backup. This happens at the first regular meeting after a regular election, once newly elected members take office. A majority of all council members must declare the mayor’s absence or physical or mental disability. The backup then has all the mayor’s rights and duties while that absence or disability continues. If the backup is also absent or disabled, the council chooses another member by majority vote to serve instead. The backup or selected member signs contracts and ordinances when the charter’s financial-conflict rules disqualify the mayor. If the backup position becomes vacant, the council must select a replacement at its next regular meeting.
