The city council picks one of its members as mayor pro tem at the first regular meeting after each regular election, once new members take office. When the mayor is absent or has a physical or mental disability, the mayor pro tem acts as mayor with full powers until it ends. If the mayor pro tem is also absent or disabled, the council picks another member by majority vote to act as mayor. The council must declare the mayor’s absence or disability by a majority vote of all council members. The acting official signs contracts and ordinances when the mayor has a disqualifying financial interest under Section 2.14. If the mayor pro tem seat becomes vacant, the council selects a replacement at the next regular meeting.
