Irwin County commissioners receive $100 to $300 per month, plus $2,400 each year for local travel. Pay above $100 per month requires a board ordinance. County funds cover salaries and allowances in equal monthly payments. The chair may receive a county-purchased vehicle and is responsible for operating it solely for county business. Commissioners can also receive board-approved reimbursement for actual, reasonable county-business expenses incurred outside the county.
Irwin County's board can appoint a roads and bridges superintendent when it decides one is needed. The board sets the salary, can appoint the superintendent without a fixed term, and can end the service at any time. The superintendent oversees planning, building, repairing, improving, and maintaining public roads and bridges under board orders. Selection depends on ability, efficiency, and practical road- or bridge-building knowledge and skills. A civil engineer gets preference only when qualified under those standards.
Irwin County's board must hire a county administrator based only on administrative qualifications and set the administrator's pay. The administrator serves without a fixed term and can be removed at the board's pleasure. The administrator manages county operations, enforces board rules, and prepares annual operating and capital budgets. Annual financial and administration reports go to the board and public; county citizens and taxpayers can review financial records. The administrator accounts for county money and property, keeps detailed payment records, and updates the property inventory each year. The administrator advises the board on finances and attends board meetings without a vote. Closed sessions about the administrator's appointment, discipline, or removal are excluded. The board may name a qualified acting officer during temporary absence, disability, or suspension. Vacancies must be filled as soon as practical, with a board-appointed interim administrator until a permanent appointment. The board also elects a clerk who keeps its records and serves at its pleasure. The chair is the county's executive and official head for legal notices and policy advocacy. The chair votes, administers oaths, and signs county contracts unless the board directs otherwise. Each calendar year, the board elects a vice chair who votes, counts toward a quorum, and fills in for the chair. A majority of the remaining members must declare the chair's absence or disability.
