Trafficking safeguards and fines for lodging operators

Beginning July 1, 2026, Georgia inn and covered rental owners, operators, and managers must adopt policies and procedures for reporting suspected trafficking. Reports go to the National Human Trafficking Hotline or local law enforcement. They must also follow state trafficking notice posting rules, with county sheriffs or local police helping enforce them. Covered properties must keep employee training acknowledgment records throughout employment and for one year after employment ends. Records must reach the Attorney General within 10 business days after a written request. For willful and knowing violations, the Attorney General may impose fines: $500 for the first, $1,000 for the second, and $2,000 for each later violation. Fine proceeds go to the Attorney General's Office. Covered short-term rentals are residential units offered through hosting platforms for tourist or temporary stays and managed by third parties. Directly and exclusively owner-managed properties and properties offered for rent fewer than 15 days per calendar year are excluded. The law creates no new private right to sue inns or their employees under these rules and preserves victims' existing remedies.

Trafficking training for inn and rental workers

Beginning July 1, 2026, Georgia requires trafficking awareness training for all on-site inn employees and third-party short-term rental managers. Training is due within 60 days of employment and every year afterward. It must be completed by December 31 during the first full year of employment. People are exempt with proof of qualifying training completed within the 12 months before July 1, 2026. Covered rentals are residential units offered through online hosting platforms for tourist or temporary stays and managed by third parties. Third-party managers provide services for owners, such as guest communications, cleaning, or maintenance; hosting platforms do not count as managers. Directly and exclusively owner-managed properties and properties offered for rent fewer than 15 days per calendar year are excluded. Georgia's Attorney General must develop or approve training with lodging industry representatives, the Criminal Justice Coordinating Council, and hosting platforms. Courses cover trafficking, child exploitation, warning signs, people at risk, and differences between labor and sex trafficking in inns. They also explain workers' reporting and response roles and provide hotline or local police contact information.
