Guam Memorial Hospital gets $40 million

Beginning September 17, 2025, the law provides $40 million from Guam’s General Fund for Guam Memorial Hospital. The money funds operations, supplies, and capital improvements, including the electrical system. The Governor can transfer up to $40 million from fiscal year 2025 General Fund executive branch appropriations, subject to legal restrictions. Within this total, emergency spending allows up to $5 million for electrical systems and $5 million for information technology systems. This money can replace, repair, or maintain those systems during an emergency recognized under Guam law. These purchases must meet Guam’s emergency procurement law. The hospital must send quarterly reports on money received and spent to the Speaker of Guam’s Legislature. This is hospital funding, not a direct household payment.
