Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

More storm aid for Guam farmers

The law directs at least $2 million to the Department of Agriculture’s Farmer’s Assistance Program for Invest 96W and program costs. The Guam Farmer’s Co-op and Guam Fisherman’s Co-op each receive $200,000. The law does not set individual award amounts or eligibility rules.

More emergency help for Guam communities

The law gives the Governor $10 million for preparation, response, mitigation, and recovery tied to Invest 96W and any intensification. Subject to the total funds available, each mayor’s office receives $250,000, the Mayors’ Council receives $100,000 for administration, and each activated Guam public-school shelter receives $250,000. Individual aid is allowed when surveys and damage assessments support it. After the Governor declares COR 3 for Invest 96W or an intensification, the Department of Administration must make funds available within 24 hours of enactment. Mayors’ offices receive priority, followed by the Mayors’ Council and activated shelters. Mayor’s offices, the Mayors’ Council, and the school superintendent must report spending within 45 days of each expense. The Governor must report all spending within 60 days of the first disbursement and every 30 days after that.

Short deadline for Guam storm funds

Agencies and other recipients must spend the funds no later than 30 calendar days after the Invest 96W emergency order expires or ends, including any extension. They cannot make new spending commitments after that deadline, and any unspent money returns to Guam’s Rainy Day Fund. Within 30 days after the money returns, the Governor must send the Legislature and Public Auditor a final spending report and certify the amount returned.
