November grocery benefits funded for Guam

The law provides up to $13.1 million solely for November 2025 SNAP and WIC benefits for all eligible Guam recipients. Guam’s Department of Public Health and Social Services receives the money from fiscal year 2025 net unobligated excess revenue. The law takes effect upon enactment. The department cannot allot, commit, or spend this money before November 1, 2025, except for preparations needed to issue benefits on time. The money remains available until fully spent or until the federal shutdown ends and program funding is released, whichever happens first. The department must use federal money first if Congress funds SNAP or WIC before or during November 2025. If local money is advanced, the department must repay Guam’s General Fund within five business days after receiving federal reimbursement. Within 30 days after November benefits are issued, it must give Guam’s Legislature a public report. The report must show households served, benefits paid by program, and federal reimbursements received or pending.
