New rules for Guam hotel-zoned properties

Beginning June 3, 2027, Guam’s Department of Public Works must adopt all or part of the International Property Maintenance Code through Guam’s rulemaking process, covering buildings, other structures, parking lots, and green areas on Hotel-zoned lots. Guam Visitors Bureau board requests to adopt or change the code must use a resolution that lists covered property types, standards, exemption steps, compliance timelines, penalties, and amendment steps. Violations carry civil fines of $25 to $5,000 for each violation. The department must create a fee schedule, which may include permit, inspection, and reinspection fees; it can use existing fees until code-specific fees are formally approved. The adopted code and fee and penalty schedules must be published in Guam’s administrative rules.
