Direct court review for procurement appeals

The law sets a clear way to appeal decisions by the Public Auditor in procurement cases. Any person with an adverse decision, the government, autonomous agencies, and public corporations can appeal. You do this by filing a petition for judicial review in the Superior Court of Guam. It allows a direct petition instead of other civil actions and standardizes the forum. This is now in effect.
