New deadlines for Guam voter registration
The law takes effect upon enactment. Registration clerks serve from their appointment date until midnight 21 days before the next election, replacing the 45-day cutoff. The law sets a 21-day deadline for volunteer, online, and motor-voter registration. Registration at mayors’ offices and the Guam Election Commission closes 15 days before any election. After that deadline, the commission cannot accept more registration affidavits. The commission must issue policies and procedures and can set different clerk terms for special elections, plebiscites, initiatives, and other non-general elections.
