New drone limits near Guam detention facilities
The law restricts intentional or knowing drone use around Guam government prisons, juvenile detention centers, and other jails and holding facilities. Operators cannot fly over these facilities at or below 400 feet above ground. They also cannot let drones touch facilities, people, or property there, or come close enough to disrupt operations. Exemptions cover the federal and Guam governments, their contractors, and people acting under their direction or on their behalf. Recognized law enforcement agencies and people with prior written permission from an authorized agency or the facility are also exempt. A misdemeanor carries a fine of at least $1,000 or up to six months in jail. Fines go into the Corrections Revolving Fund for authorized spending. The offense becomes a felony after a prior conviction under this law or when the drone delivers contraband to someone in custody or into a facility. Contraband means items the facility operator has not provided or authorized.
