Public land for sports in Hagåtña
Effective upon enactment, the law assigns Hagåtña’s Mayor’s Office up to 18,000 square meters of Lot 87-5-R2 for public recreation. The site must serve soccer and community sports, including beach volleyball, and remain open to the public. Unrelated commercial uses are prohibited; walking paths, a playground, or a pavilion may be added if space permits. The office can seek grants, appropriations, and donations for construction, upkeep, and repairs, but the law provides no specific funding amount. It controls planning and public procurement for construction, operation, and maintenance when public or grant money is involved. The Guam Football Association and Guam Volleyball Federation receive lease rights lasting no more than 30 years. Agreements can cover construction, management, maintenance, game scheduling, advertising signs, and improvements. Subletting, transferring, or assigning a lease requires prior approval from the Guam Legislature. Land Management must survey the lot and prepare an official map; it can divide the property and coordinate with other agencies. The assignment overrides other laws, including Guam’s reserved lands list, and legislative land-appraisal requirements do not apply. The land returns to the Government of Guam if not used within 10 years of enactment. It also returns if completed facilities stop serving their approved purposes for at least three consecutive years.
