Guam schools keep unused education funds

Effective upon enactment, the Guam Department of Education keeps money appropriated in earlier fiscal years until fully spent. Allowed uses include building projects, storm recovery, sports facilities, playgrounds, health and sanitation compliance, utilities, special education services, and teaching equipment. These examples do not limit other allowed uses. The act describes an estimated $77 million: $26 million from earlier appropriations and $51 million in American Rescue Plan Act reimbursements. At the hearing, the department said it planned $10 million for reopening closed schools, including F.B. Leon Guerrero Middle School. The superintendent must report total funds received and spending to Guam’s Legislature within 30 days after each fiscal quarter ends.
