Guam crime victims can seek compensation late

The usual filing deadline remains 18 months after the injury, death, or property damage. Guam’s Criminal Injuries Compensation Commission can now consider late applications when applicants show good cause. Examples include physical or mental incapacity, crime-related trauma, fear of retaliation, hospitalization, or inability to get needed records. Other extraordinary circumstances beyond the applicant’s control can also qualify. The change covers pending applications and those filed afterward. Showing good cause does not guarantee that the commission will consider the application or approve payment.
