SNAP meals at approved restaurants
If you get SNAP in Guam and your household has a senior, a person with a disability (or their spouse), or you are homeless, you can use your EBT card to buy prepared meals at approved restaurants. The health department runs this Restaurant Meals Program under federal SNAP rules. The EBT system checks eligibility at checkout. This change does not raise your SNAP amount; it only changes where you can spend it. The law takes effect now. The program starts after USDA approval and funding, with a goal to launch by January 1, 2026.
Rules for restaurants taking SNAP EBT
Restaurants that want to accept SNAP for prepared meals must apply and be approved, sign a contract with the health department, get USDA SNAP authorization, and take EBT at the register. They must offer meals at concession prices (at least 10% off regular price, or use sale or advertised special prices). They must mostly sell food, allow in-store purchases, be fully accessible to people with disabilities, post a public notice, and follow all health and safety rules. Bars and taverns cannot participate.
