Bill Overview

Analyzed Economic Effects

2 provisions identified: 0 benefits, 0 costs, 2 mixed.

Maui claim payments require state release

Hawaii’s trust fund pays eligible claims under Maui wildfire settlement agreements and related administrative costs. The overall settlement is $4.037 billion for roughly 2,200 affected parties, including about $807.5 million from the State. Individuals who receive trust payments must sign a release giving up claims against the State for wildfire-related liabilities. The fund ends after claims and costs are paid; remaining non-loan money returns to the State’s general fund.

Interest-free state loans for wildfire claims

Hawaii’s finance director can lend extra state money to the wildfire settlement trust without charging interest. The money must be beyond state needs, and the loan cannot disrupt state operations. The director can demand repayment.
