More pay support for Hawaii public employees

Starting July 1, 2025, Hawaii funds negotiated pay and other cost items for employees in bargaining units 1 and 10, plus excluded employees on the same pay plans. Across listed funds, bargaining-unit costs total $17.5 million in fiscal year 2025–2026 and $38.6 million in 2026–2027; excluded employee adjustments total $866,516 and $1.9 million. Separate health-premium funding is $4.9 million and $10.3 million for bargaining-unit costs, plus $23,352 and $49,275 for excluded employees. The Department of Education, Hawaii Health Systems Corporation, and Judiciary receive specific allocations. When employees’ pay comes from federal, special, or other funds, those funds pay all or a proportional share of the adjustments; money not spent or committed by June 30 of each fiscal year lapses.
