Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

State funding for workers’ health premiums

Hawaii funds health premium payments tied to the unit 3 agreement and pay adjustments for excluded workers in the same compensation plans. For unit 3 premium costs, the law provides $5.02 million for FY 2025–2026 and $10.62 million for FY 2026–2027. It adds $392,700 and $791,575, respectively, for excluded workers’ premium costs. These amounts fund employer-side payments; the law does not state an individual worker’s savings. Unspent funds lapse on June 30 of each fiscal year.

Funding for unit 3 worker pay

Beginning July 1, 2025, Hawaii funds negotiated pay and related costs for state employees in bargaining unit 3. The statewide package provides $16.7 million for FY 2025–2026 and $37.7 million for FY 2026–2027. It includes funding for Judiciary and Hawaii Health Systems Corporation employees; the law does not state each worker’s increase. For workers whose pay comes partly or fully from federal, special, or other funds, those sources pay the related adjustments wholly or proportionately. Unspent funds lapse on June 30 of each fiscal year.

Pay adjustments for excluded state workers

Beginning July 1, 2025, Hawaii funds pay increases and other cost adjustments for state officers and employees outside collective bargaining who share unit 3 compensation plans. Statewide funding is $2.18 million for FY 2025–2026 and $4.94 million for FY 2026–2027. Separate amounts support excluded Judiciary and Hawaii Health Systems Corporation employees. The law does not state each worker’s increase; unspent funds lapse on June 30 of each fiscal year.
