The law adds free telephone access to time-sensitive information for people with print disabilities. This includes government information, public notices, emergency alerts, job opportunities, and daily newspapers. The commission can use available fund money for this service, with total spending capped at $150,000.
The Hawaii Public Utilities Commission sets how contributions to the universal service fund are calculated and collected. It can set the share of telecommunications fees carriers contribute. The law does not set a rate or say how prices may change.
