Hawaii’s housing authority can acquire property in several ways, including by buying, leasing, or receiving it as a gift. It can rent, sell, exchange, transfer, or pledge property for housing projects. The authority can also use a company whose stock it fully owns to carry out its legal powers, as allowed by law. These changes do not guarantee new homes or payments to households.
Hawaii’s housing authority can issue bonds for housing projects, not just public housing. Bonds can be backed by project income, federal grants, or the authority’s general revenues, alone or in combination. Bond amounts can include project and financing costs, reserves, and interest. The law sets no bond amount or direct household payment.
