Authorizes the transfer of an amount in excess of the requirements of the State Educational Facilities Improvement Special Fund to the general fund. (CD1)

5 provisions identified: 0 benefits, 0 costs, 5 mixed.
For fiscal year 2024–2025, the law sets new operating budgets for four state correctional centers. Hawaii’s budget rises by $800,000 to $16,620,198. Maui’s general fund amount falls to $15,816,875, with $209,721 from a special fund and 3.00 listed positions. Oahu’s budget is $44,958,191. The women’s center budget falls by $2.25 million to $18,760,058, and its listed staffing level drops from 270 to 269.
When unexpected federal cuts reduce or end funding for an essential state program, the governor can use available savings from other state programs to keep it running until the next legislative session. The governor can also use other available funding sources for federally funded state employees’ pay and benefits. The law sets no dollar amount for these actions.
For fiscal year 2024–2025, the state can transfer up to $8,104,977.33 from excess money in the State Educational Facilities Improvement Special Fund to the general fund. The transfer can be smaller if less is needed. This provision takes effect June 29, 2025.
When approved funding is not enough for eligible capital projects, the governor can add funds or move unneeded balances from other projects. Airport projects can also receive funds from airport revenue sources, and the governor can raise the passenger facility charge fund’s spending limit. These actions cannot expand a project’s scope or impair the fund’s purpose. Raising that spending limit does not itself raise the passenger charge.
For fiscal year 2024–2025, each principal state department sets aside $7,000 from its operating funds in a separate protocol account. The department head can spend that money at their discretion.
