New planning for harbor evacuations

The law creates a temporary group to plan commercial harbor evacuations. It reviews evacuation laws and penalties, checks whether Honolulu Harbor has enough mooring space for vessels that may need to leave, and develops a mooring plan. The group includes state and legislative officials, an invited Coast Guard captain, and invited harbor users. The Department of Transportation provides support, including stakeholder meetings and site visits. The group must report its findings and recommendations at least 20 days before the 2027 regular session and ends on June 30, 2027.
