Starting July 1, 2025, the State Foundation on Culture and the Arts receives $3,997,401 in state general revenues and $469,697 in federal funds for fiscal year 2025–2026. The money supports 16.25 state-funded positions, 4.25 federally funded positions, the State Art Museum, and other listed operating costs. The museum’s operations budget includes $1,857,580. These funds support agency operations, not direct household payments.
The law creates a State Foundation on Culture and the Arts program to support performing arts events, including dance, music, singing, and theater. The state provides $300,000 for grants in fiscal year 2025–2026 and another $300,000 in fiscal year 2026–2027. Applicants must describe their plans, services, target groups, and costs; follow licensing and legal rules; and cover claims tied to grant-funded work. The foundation monitors grants, evaluates results each year, and reports to lawmakers annually, with the first report due at least 20 days before the 2026 regular session. The grant fund can also receive foundation revenue, grants, gifts, donations, and interest.
Starting July 1, 2025, state agencies transfer 1% of qualifying state-building construction or renovation funds to the Works of Art Special Fund. Passenger facility charge funds and rental motor vehicle customer facility charge funds are excluded. The yearly transfer is limited to the lesser of $3 million or $15 million minus the fund’s unspent balance from the prior fiscal year. The Comptroller and the foundation oversee transfers and select art with affected agencies; the fund pays only for acquiring, planning, designing, and building art and related items. The law also provides $1,000 in each of fiscal years 2025–2026 and 2026–2027 to help make transfers.
