Funding benefits for legislative employees

Beginning July 1, 2025, Hawaii provides general revenue for health-plan costs and other authorized cost adjustments for legislative officers and employees outside collective bargaining. For fiscal year 2025–2026, the amounts are $64,679 for the State Ethics Commission, $159,636 for the Office of the Auditor, $161,009 for the Legislative Reference Bureau, $93,860 for the Office of the Ombudsman, $317,725 for the Senate, and $346,685 for the House. For fiscal year 2026–2027, the amounts are $80,087, $219,447, $231,876, $90,489, $673,818, and $735,235, respectively. Offices must pay costs for employees whose compensation comes partly or wholly from federal, special, or other funds using those funds in full or in proportion. Unspent or unencumbered money lapses at the end of each fiscal year; the law does not set an individual employee’s payment.
