2 provisions identified: 1 benefits, 1 costs, 0 mixed.
Starting January 1, 2026, cigarette-tax revenue supports cancer research and facilities, trauma care, community health centers, and emergency medical services. The cancer fund receives 4 cents per cigarette. Through June 30, 2030, all 4 cents must pay debt on capital projects and building upkeep. Starting July 1, 2030, 2 cents remains restricted to those costs, while the other 2 cents can support other fund purposes. Trauma care receives 1.125 cents per cigarette, capped at $7.4 million a year. Community health centers and emergency medical services each receive 1.25 cents, capped at $8.8 million a year. The state reports the allocations to the Legislature each year.
Starting January 1, 2026, Hawaii wholesalers and dealers pay 18 cents per cigarette or little cigar, up from 16 cents. The law does not set retail prices or say how much stores pass on to buyers.
