Beginning July 1, 2025, Hawaii makes Safe Spaces for Youth permanent, replacing the pilot repealed June 30, 2025. Subject to available funds, the program provides safe spaces in every county for homeless youth and young adults, including those at risk. Shelters must operate around the clock, with overnight lodging, supervision, hot meals, and hot showers. They must also provide access to medical and behavioral health services, plus school and job support. Contracted shelters can admit youth without parent or guardian consent for up to 90 days, despite contrary laws. Youth under 18 must be sheltered separately from young adults ages 18–24.
The law provides $871,016 for fiscal year 2025–2026 and $1.841016 million for 2026–2027, or only as much as needed. The money comes from Hawaii's general revenues, and the Department of Human Services must spend it for the law's purposes. Beginning July 1, 2025, the Office of Youth Services can hire nonprofits to operate program shelters. These groups must have shelter knowledge, experience, qualifications, and any required child-care institution licenses. The program must work with state and county agencies, police, and courts to identify homeless youth and arrange shelter placements. The office must report to lawmakers at least 20 days before each regular legislative session begins. It can also adopt rules to run the program.
