Each Hawaii county can adopt local rules to enforce parking requirements for people with disabilities. The rules can cover the number, location, design, and signs for reserved spaces and access to them. Counties can set penalties for violations, and county officials can enter a place of public accommodation to enforce the rules. These powers apply only after a county adopts an ordinance.
