Hawaii gas customers get renewable gas option

The law creates an optional rate plan for Hawaii gas customers to buy renewable gas made from non-petroleum materials. Each gas utility must file a proposed plan by August 31, 2025. Charges must be based on eligible customers’ net monthly gas use, measured in therms, as determined by the Public Utilities Commission. Customers who do not join cannot face higher rates to cover the option’s costs. The commission must establish an initial or revised plan within nine months after a complete application is filed and served on the consumer advocate. Approval requires rates that are just, reasonable, and in the public interest, without raising other customers’ rates. The consumer advocate has 21 days to object to completeness; the commission has 21 days after an objection to decide. An unfounded objection leaves the original filing date intact; an incomplete filing requires an amendment that restarts the nine-month clock. The law takes effect upon approval and does not set prices or guarantee savings.
