Hawaii wastewater discharges face new limits

Beginning January 1, 2027, the law bans wastewater and raw sewage discharges into Hawaii state waters, despite conflicting state laws. An exception covers people or treatment plants using sewage to make clean energy under Hawaii's clean-energy law. They must remain compliant with applicable wastewater laws, rules, and director-issued permits or variances. Lawful beneficial uses of reclaimed or recycled water remain allowed, and federal discharge rules still apply. The act took effect upon approval, but the discharge ban starts in 2027. Existing rights, duties, penalties, and proceedings from before approval remain unchanged.
