More Iowa children qualify for preschool
The law takes effect July 1, 2026, and applies to school budget years starting July 1, 2027 or later. Iowa residents qualify for statewide preschool at age four by September 15 of the school year. Children also qualify if they turn five from March 15 through September 15 of the year the school year begins. Approved districts may enroll and pay for children outside these age windows when space and authorized funding are available, without counting them for state preschool funding. Districts may use authorized preschool funds for approved programs serving these eligible young children, rather than only four-year-olds.
Preschool reaches children in community care
For school budget years starting July 1, 2027 or later, age-eligible children can receive district preschool services in community settings. These include licensed or registered child care centers, child development homes, and existing public or private preschool programs. The child must be enrolled in that setting, and the district and provider must have a formal service agreement.
Districts face limits on preschool funding
For school budget years starting July 1, 2027 or later, districts face limits on state preschool funding counts. Counted children must meet the age rules in the funding base year and attend the district's approved preschool program. Districts cannot count a child funded under this preschool program in a prior year or included in another school enrollment count. They also cannot count children while served by programs already receiving state or federal preschool funds. Excluded programs include Head Start, Title I services, special education, School Ready grants, and other specified state preschool programs.
Preschool attendance required until parents withdraw
For school budget years starting July 1, 2027 or later, preschool enrollment remains voluntary. Once enrolled in Iowa's statewide program, four- and five-year-olds are subject to compulsory attendance rules. Parents or guardians can end enrollment by giving written notice to the school district running the program.
