Broader College Grants Require Other Aid First
Beginning July 1, 2026, the program becomes the Iowa Academic Grants for Economic Success program. Its purpose expands from serving Iowa minority students to serving Iowa resident students generally. It supports attendance at Iowa community colleges, private colleges, and universities. Students must first accept available federal and state grants and scholarships before being considered for these grants. The provision sets no grant amount.
Police Training Drops Required Bias Topics
Beginning July 1, 2026, Iowa removes specified bias-prevention and diverse-community topics from required annual law enforcement training. Agencies must still provide annual training to every officer. Required topics focus on calming situations, minimizing force, and using nonlethal methods.
Health Priorities Drop Explicit Minority Criteria
Beginning July 1, 2026, Iowa removes explicit racial and ethnic minority criteria from two health review processes. Reviews of proposed institutional health services still consider rural, low-income, disabled, and older populations. Physician license applications still get priority for doctors mainly serving medically underserved people, including low-income people, or living in rural areas. These changes do not directly change individual health coverage.
Affirmative Action Requirements End for Public Employers
Beginning July 1, 2026, Iowa removes affirmative action requirements from state employment, including Board of Regents institutions. It also removes affirmative action standards and annual local reports for school districts, area education agencies, and community colleges. Equal employment opportunity duties, training, reporting, and rules remain where required. Covered colleges must still promote equal opportunity in hiring and advancement and share information with the student aid commission when asked.
State Contracts Favor Iowa-Based Businesses
Beginning July 1, 2026, state purchasing rules favor Iowa-based businesses for supplies, equipment, construction, and services. Related contract goals replace references to minority-owned, women-owned, and disadvantaged businesses with Iowa-based businesses. The Department of Administrative Services must report annually to the Governor and General Assembly on these efforts. It may impose sanctions to enforce compliance.
