Required survivor services and yearly reporting

Starting July 1, 2026, contracted centers must provide medical forensic exams and related help to sexual assault survivors, including rural Iowans and people with disabilities. They must train police, prosecutors, health workers, and the public on services and prevention. They must use a team approach and consult experts for complex cases. Each center must send an anonymized annual report to the Attorney General and lawmakers by January 15. The report lists services offered, unduplicated clients, age/gender/county, trainees by county, referrals, service gaps, and access barriers.

Grants for sexual assault exam centers

The law creates a grant program in the Iowa Department of Justice. Beginning July 1, 2026, the Attorney General can contract with eligible nonprofits to run sexual assault forensic exam centers. Contracts depend on available funding and can be ended for good cause after written notice and a hearing. The law does not set grant amounts.

Rules for nonprofits running exam centers

Only Iowa nonprofits not tied to hospitals can run these centers under state contracts. They must employ sexual assault nurse examiners and mainly focus on sexual assault care at dedicated treatment sites. The law also lets them seek other grants or reimbursements to support services. These rules start July 1, 2026.
