Dedicated fund supports injured state workers
Beginning July 1, 2026, Iowa must keep state employee workers' compensation money and premiums in a separate treasury fund. The fund pays covered claims and related administrative costs. Unspent money stays available in later years. The law does not change who qualifies or claim benefit amounts.
Business filers can receive fee refunds
From July 1, 2026, through June 30, 2027, Iowa's Secretary of State may refund certain business filing fees. Eligible fees are those covered by specified provisions of chapters 489, 490, and 504. Refunds follow the secretary's rules; no refund or amount is guaranteed. A refusal is final and cannot be reviewed under chapter 17A, Iowa's administrative procedure law.
Public gets health facility inspection information
Beginning July 1, 2026, Iowa's Department of Inspections, Appeals, and Licensing must make health facility regulatory information public. It must do so as part of its website updates. Information includes inspection materials, budgets, staffing, and trends in inspections, violations, and fines. The law does not change facility standards.
Enrich Iowa receives annual program funding
Iowa provides $2.464823 million to the Department of Administrative Services for the Enrich Iowa program. Funding covers July 1, 2026, through June 30, 2027. The law does not set an individual benefit amount.
Licensing fees fund municipalities and enforcement
For July 1, 2026, through June 30, 2027, covered electronic licensing fees go to municipalities with section 137F.3 agreements. These payments exclude electronic transaction fees. Of other fees under chapters 99B, 137C, 137D, and 137F, $290,435 goes to Iowa's general fund. The Department of Inspections, Appeals, and Licensing retains the rest to enforce those chapters. Unspent retained money stays available in the next budget year.
Local governments get cybersecurity services funding
Iowa sets aside $325,000 from the Department of Management's technology budget for cybersecurity services to local governments. Funding covers July 1, 2026, through June 30, 2027. It supports services, not direct payments to households.
State buyers must favor Iowa products
Beginning July 1, 2026, agencies funded under this division must give Iowa products first preference when buying products. Products made by Iowa-based businesses also receive first preference. U.S. products and products made by U.S.-based businesses receive second preference. The law does not specify effects on household prices or jobs.
Vehicle record fees support online access
From July 1, 2026, through June 30, 2027, the first $750,000 in specified vehicle record fees funds IowAccess. These are fees for certified driving-record abstracts under section 321A.3(1) collected and transferred to the state treasurer. IowAccess transaction fees also go into its revolving fund and may support only IowAccess projects. IowAccess supports electronic access to government records; this provision does not set a new fee.
State supports local tax administration
For July 1, 2026, through June 30, 2027, Iowa's Revenue Department must use $400,000 for local tax compliance costs. The money covers direct costs tied to collecting and distributing local sales and services taxes under chapter 423B. Beginning July 1, 2026, the department must also provide its appraisal manual and updates free to cities and counties. These changes do not set new household tax rates or property values.
Utility and financial regulators recover costs
Beginning July 1, 2026, Iowa's Utilities Commission must cover its appropriation and state-assessed indirect costs through charges or revenue. Each division of the Department of Insurance and Financial Services must do the same. The requirement does not specify how household utility bills, insurance costs, or banking fees change.
State health plans allow monthly charge
Iowa's Department of Administrative Services may charge $2 per month for each health insurance contract it administers. This authority covers July 1, 2026, through June 30, 2027. The law does not say whether plan members pay the charge.
