Beginning July 1, 2026, the DOT gets $34.2 million to run motor vehicle services with up to 294 full‑time positions. It invests $20 million to modernize motor vehicle systems. Counties get $1.406 million for automation and telecom to issue licenses, registrations, and titles. $400,000 maintains motor vehicle field offices, and $300,000 supports traffic and criminal software and mobile communications. These upgrades aim to speed up licensing and registration for residents.
Beginning July 1, 2026, the DOT gets $348.6 million from the Primary Road Fund to run highway operations with up to 2,363 full‑time positions. It also gets $11.2 million for utilities, $23.6 million to replace equipment, and $442,162 for emergency communications. The fund covers $138,000 for unemployment, $4.836 million for workers’ comp, $660,000 for indirect costs, and $662,716 for audits. $195,000 pays for updated transportation maps. Together, this keeps road maintenance and services running across Iowa.
The law lets unspent money for certain DOT projects stay available longer. Motor vehicle field facility and system upgrades, and DOT facility projects, can use unspent funds for up to three more fiscal years. If a project finishes sooner, remaining money reverts then. For some 2023 DOT projects, unspent funds stay available up to three or four years, depending on the item.
Starting July 1, 2026, the DOT gets $7.3 million for major facility repairs and upgrades. It also gets $8.05 million for routine facility maintenance. $13 million replaces the Alton maintenance garage. These projects help keep DOT buildings safe and ready to support road work and winter operations.
Starting July 1, 2026, the DOT gets $17.7 million from the Road Use Tax Fund for daily operations. $1.823 million pays utility bills. The law covers $7,000 for unemployment costs and $199,907 for workers’ comp. It also sends $90,000 to the state general fund for indirect costs and $107,884 to reimburse audit expenses. This keeps core DOT services stable for the year.
Beginning July 1, 2026, the DOT gets $40,000 to take part in the Mississippi River Parkway Commission. This supports Iowa’s role in planning and promoting the Great River Road corridor.
