New rules for state bank boards

Beginning July 1, 2026, state bank boards must have at least five directors who are 18 or older. A majority must live in Iowa and be U.S. citizens, and at least three directors must live in Iowa. Boards must hold at least six regular meetings each year, with at least one each quarter and no more than one in any month. The superintendent can require extra regular meetings when needed. Unless a bank’s bylaws say otherwise, directors may join meetings by audio so everyone can hear each other, and they count as present.

Rules for bank electronic services

Beginning July 1, 2026, the superintendent can make rules for banks’ electronic activities. The rules can set application steps and the systems and technologies banks must have. The superintendent can also allow new electronic activities for state banks by rule without prior approval. The law also repeals subsection 2 of section 524.802A.
