Bill Overview

Analyzed Economic Effects

2 provisions identified: 0 benefits, 0 costs, 2 mixed.

Low-speed e-bikes capped at 750 watts

The law sets a clear definition for low-speed electric bicycles. A bike counts only if it has a seat, two or three wheels, and working pedals. Its motor must produce no more than 750 watts, and it must fit an existing e-bike class. Beginning July 1, 2026, makers, sellers, owners, and riders in Iowa follow these rules.

Motorized pedestrian devices capped at 750 watts

The law updates what counts as a pedestrian conveyance. It includes electric personal assistive mobility devices and other devices used to move a person sitting or standing. Any motor on these devices can produce up to 750 watts. Bicycles are not pedestrian conveyances. These definitions apply starting July 1, 2026.
