Sell older untitled cars for scrap

Beginning 07/01/2026, you can sell an older vehicle for scrap without a title. The car must be 12 model years old or older. A licensed vehicle recycler under chapter 321H must buy it for less than $1,000. This option is only for scrap or junk, not for reuse.

New lien checks for recyclers, dealer exception

Beginning 07/01/2026, licensed vehicle recyclers must check the state records system for liens before buying certain untitled cars for scrap. The rule applies when the car is 12 model years old or older and the price is under $1,000. The owner has no title or junking certificate. No check is required when the recycler gets the vehicle for scrap from a scrap metal dealer defined in section 714.27.
