New definitions decide who pays

Starting July 1, 2026, key terms change. “Forest product manufacturer” now includes Idaho timber buyers who sell raw Idaho timber out of state. The law excludes making fence or corral posts or rails, shingles or shakes, firewood or pellets for energy, and shaped or scribed logs used in log structures. These definitions decide who owes commission assessments.

New fees for Idaho timber businesses

Beginning July 1, 2026, the commission assesses timber businesses and sets rates by January 1, with notices mailed by late May. Manufacturers pay up to $0.50 per thousand board feet for logs cut in Idaho or processed in Idaho, including Idaho timber sold out of state. Harvest and transport firms may owe up to $25 per employee using Department of Labor records for July of the prior year; railroad shipments are exempt. Private owners with more than 10,000 Idaho forest acres may pay up to $0.10 per acre, and you pay only the largest category. Pay in full within 30 days or in four equal installments by December 31; late balances add 1% monthly interest and up to a 15% annual penalty, and the commission can work with state agencies to collect and recover costs.

New leadership and advisors for commission

Beginning July 1, 2026, the Forest Products Commission has five voting members appointed by the governor from names submitted by financial supporters. Initial terms are staggered; after that, terms are three years. The governor also appoints nonvoting advisors from the Department of Lands, U.S. Forest Service, University of Idaho, commerce and agriculture, and logging contractors. The commission elects a chair and may elect a vice chair; officer terms are one year starting July 30. The law voids the commission’s IDAPA 15.03.01 rules on July 1, 2026.
