Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Strict rules for school facility money

School modernization funds must go only to school facilities. Allowed uses include repairs, preventive maintenance, building security, major projects, site purchases and improvements, and new construction. Districts that get annualized payments must follow the state’s annual-payment rules. Each district reports yearly on planned vs. actual spending to the State Department of Education. If money is misused, the district must return it or the state deducts the amount from its next payment. These funds cannot be used for buildings used mainly for sports.

State council to model school designs

The state creates a Model School Facility Council by July 1, 2024. It is chaired by the head of the State Board of Education office, with support from that office. Nine members serve: three named by the Governor, three by the House Speaker, and three by the Senate President Pro Tem. The council must submit a model school facility plan to the Legislature by July 1, 2027. The plan sets standard school designs for elementary, middle, and high schools, considers local needs, consults experts, and will guide use of state facility funds.

New school facility rules start now

The law takes effect immediately on passage and approval. That means the spending rules and reporting duties start right away, and the council’s timeline is active now.
