Bill Overview

Analyzed Economic Effects

4 provisions identified: 2 benefits, 0 costs, 2 mixed.

Grants and loans for farm projects

Beginning July 1, 2026, the commission offers grants and cost-share to help pay for conservation work. It can also use the Resource Conservation and Rangeland Development Fund to make loans where allowed. The commission manages these funds and any money the legislature appropriates. It approves projects only after it confirms money is available.

Idaho OnePlan privacy for farmers

Beginning July 1, 2026, Idaho OnePlan is the main computer tool for conservation planning. Information you enter is treated as trade secrets or production records and is not public under Idaho law. A leadership group with private, state, and federal members guides the program.

Commission moves to Water Resources

Beginning July 1, 2026, the Soil and Water Conservation Commission is housed in the Idaho Department of Water Resources. The commission is a nonregulatory agency. It can adopt rules to run its programs starting July 1, 2026. These are internal changes and do not change who can get money, but they may set procedures applicants must follow.

New rules for commissioners and staff

Beginning July 1, 2026, the commission has seven members: one from each of divisions I–VI and one at-large, all appointed by the governor. Appointments need Senate confirmation, and members serve at the governor’s pleasure. Terms are five years with limits, keeping the staggered setup begun July 1, 2022. If a seat opens, the division sends up to three names and the governor picks from that list. The commission can invite nonvoting advisors (like USDA NRCS and the University of Idaho) and must hire an administrator, with authority to hire staff, make contracts, and request staff help when funding allows.
