Ban on bulk lottery ticket purchases

Beginning July 1, 2026, Idaho bans bulk lottery ticket purchases. You cannot buy more than $5,000 in tickets in 24 hours, alone or with coordinated buyers. The lottery adds up purchases across stores and transactions and treats coordinated buyers as one. The lottery can deny prizes for tickets tied to a banned bulk buy. It can investigate using video, records, and witness statements, and its decision is final.

Lottery retailers face penalties for bulk sales

Beginning July 1, 2026, lottery retailers who knowingly help with banned bulk purchases face penalties. The lottery can suspend or end a retailer’s contract and certificate of authority. Other sanctions may also apply by rule or law.

Caps on lottery admin and ad costs

Beginning July 1, 2026, the lottery must cap its spending. Administrative costs cannot be more than 20% of lottery revenue in the first year. After that, admin costs cannot be more than 15% each year. Advertising and promotions cannot be more than 3.5% each year.

Lottery exempt from state purchasing rules

Beginning July 1, 2026, the Idaho State Lottery is exempt from the state procurement act. The lottery can buy goods and services without those standard state purchasing rules. This adds flexibility for the lottery, but vendors no longer have those state bidding procedures for its contracts.
