Annual bullying notices and staff training

Beginning July 1, 2026, schools must send yearly information about harassment, intimidation, and bullying to all staff, students, and parents. The notice must say that school staff are authorized and expected to step in to protect students. Schools must give ongoing training to all staff to prevent, spot, and respond to bullying. The State Board of Education sets what the training must cover, and the legislature approves those rules.

Clear bullying reporting and parent notice rules

Beginning July 1, 2026, each district must name who receives bullying reports and set a clear way for teachers, staff, students, parents, or others to report. If a bullying incident leads to a suspension under Idaho Code section 33-205(6), schools must notify the parents or guardians of both the alleged victim and the alleged offender, while following student privacy laws. Districts must also send a yearly bullying report to the State Department of Education in a format set by the State Board.

Stepped discipline for bullying and threats

Beginning July 1, 2026, schools must use stepped consequences for bullying, harassment, intimidation, violence, or threats. Options can include counseling referrals, diversion, juvenile specialty courts, restorative practices, on-site suspension, and expulsion. The State Board of Education will set guidelines for these policies.
