Bill Overview

Analyzed Economic Effects

4 provisions identified: 0 benefits, 0 costs, 4 mixed.

Faster title processing and longer permits

Beginning July 1, 2026, the department accepts title documents by electronic media with authenticated e‑signatures and treats them like originals. Authorized EVC providers can take, process, and send your title application and fees. If a dealer files your title application electronically, you may get a 45‑day temporary permit; otherwise you get a 72‑hour permit that excludes weekends and state legal holidays. If your vehicle has no identification number, the department assigns one, and you must attach and keep it legible. For a new vehicle, a licensed franchised dealer must endorse the application and keep the manufacturer’s origin document for five years.

Stronger ID and privacy for vehicle papers

Beginning July 1, 2026, you must give your Idaho driver’s license or ID number and your SSN or ITIN on registration and title applications. If you do not have an SSN, you must give written proof that none was issued. Businesses must give an EIN or a signed statement if not required to have one. You must provide proof of identity if it was not already provided. Social Security numbers never appear on registrations or titles, and applications are private except as allowed in sections 49-202, 49-203, and 49-203A. If you filed under chapter 58, title 19, you may use an alternate Idaho mailing address. Not giving the required physical address is an infraction.

Car fees credited to your home county

Beginning July 1, 2026, you must give your physical home address or your business’s main address when you register. The department credits your registration and highway fees to the county where you live, even if you registered in another county. County assessors must give you a receipt for any registration fees you pay. Highway district fees and state park passport fees must be listed separately and sent to the right place each month.

All changes start July 1, 2026

All parts of this law take effect July 1, 2026. The new ID, privacy, fee, and titling rules apply starting that date.
