Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

Stricter commercial license rules for noncitizens

Starting July 1, 2026, you must show proof of U.S. citizenship or lawful permanent residency to get or renew Class A, B, or C licenses or a commercial learner's permit, unless your record already has it. If you live outside the U.S., you must show a valid DHS work permit or a valid foreign passport with your I‑94. Idaho repeals its old nondomiciled commercial license law, so credentials are no longer issued under that section.

One-year commercial license line set at 20

Starting July 1, 2026, the law sets the age for the one‑year Class A/B/C license line at 20. The fee stays $15. This clarifies who can use that one‑year option.

Residency proof waived for barred state drivers

Starting July 1, 2026, some nondomiciled applicants do not need to prove Idaho residency or list an Idaho mailing address. This applies only if your home state is barred by federal rules from issuing these commercial licenses or permits.
