Voting restored after felony discharge in Idaho

Beginning July 1, 2026, people with Idaho felony convictions get back full civil rights after final discharge. Final discharge means you finished imprisonment, probation, and parole. This includes the right to vote. Gun rights are not returned for treason or for the listed serious crimes in the law. People with felony convictions from other states (not treason) can register and vote in Idaho after final discharge. They do not get gun rights restored under Idaho’s automatic rules.

Apply to restore gun rights after five years

Beginning July 1, 2026, if your gun rights are not restored, you can apply to the Idaho Commission of Pardons and Parole. You must wait five years after your final discharge to apply. The Commission follows its rules to review cases. It cannot restore gun rights for first- or second-degree murder. It also cannot restore rights if your listed felony sentence was enhanced for using a firearm.

Changes take effect July 1, 2026

The law takes effect on July 1, 2026. The act declares an emergency so that date is operative.
