Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

Fairer ballot name order statewide

Beginning July 1, 2026, name order on ballots follows statewide rules. In areas with over 25,000 registered voters, the Secretary rotates candidate names for federal, state, county, and city offices. In areas with over 100,000 registered voters, the Secretary also rotates names for other offices. For all other elections, officials use a random alphabet the Secretary picks before each election.

Uniform statewide ballots and election forms

Beginning July 1, 2026, the Secretary of State sets the form for all ballots and election papers. This covers absentee ballots, sample ballots, voting machine labels, certificates, notices, and more. The Secretary also sets how offices, candidates, and issues are placed and ordered on each ballot. Statewide items appear the same across Idaho. Names for legislative or special district candidates appear only on ballots for voters in that district.

Limit on running for multiple offices

Beginning July 1, 2026, a candidate’s name can appear on the ballot for only one partisan office or one judicial office. One exception lets a precinct committeeman also run for one other office on the same ballot. This rule does not apply to presidential electors.
