Starting July 1, 2026, schools must act on reports of student online harassment or threats. The district or charter board (or its designee) must investigate and tell the student’s parents or guardians. The board may tell law enforcement when appropriate. If the claim is proven, the student and parents must meet with the board. The board must set discipline that fits the act, which can be a warning, required online-behavior training, suspension, or expulsion.
Beginning July 1, 2026, online harassment, threats, or bullying of a school employee or another person counts as misconduct. It includes messages sent by internet, mobile device, or social media. It covers obscene or discriminatory content, or messages that harm someone’s safety, dignity, or reputation. It applies on or off school grounds and during or outside school hours. “Person” includes enrolled students, their parents or legal guardians, and school volunteers. “Public school employee” includes administrators, teachers, and pupil services staff.
Starting July 1, 2026, the school’s discipline process does not limit your other legal options. Employees and other affected people can still seek civil or other legal remedies.
All of these rules take effect July 1, 2026.
