Caps and attendance rules for student counts

A student cannot be counted for more than 1.0 unweighted FTE in a year. Kindergarten students are capped at 0.5. Summer or night school can add up to 0.25 unweighted enrollment, and it can be counted in addition to the regular count. Schools must not count a student with 11 or more consecutive unexcused absences right before and on an official count date. Schools also must not count a student who has unexcused absences for the first 10 school days; if the student starts later, they are counted from the day they attend. These rules take effect July 1, 2026.

New statewide rules for student counts

The State Board of Education sets one set of rules for how schools count and report enrollment. Full‑time status is based on enrollment in any district or public charter school. Counts use the courses a student is in on the official count date, and a student can still be counted if their term starts after that date. Schools must do official counts on Oct 1, Dec 1, Feb 1, and Apr 1, or the previous school day. These rules take effect July 1, 2026.
