State workers' health costs held flat
For fiscal year 2027 (July 1, 2026–June 30, 2027), the state keeps the current health plan design for state employees. Premiums, copays, and deductibles cannot go above FY2026 levels. The employee share stays reduced, with no cut to benefits. The state may use Employee Group Insurance Fund reserves to cover any planned premium increases.
More job and childcare grant funds
In FY2027, the Workforce Development Council can reuse leftover FY2026 ARPA State Fiscal Recovery Fund money for workforce training and childcare infrastructure grants. It can also reuse leftover In-Demand Careers Fund money for Idaho Launch grants. Leftover Workforce Development Training Fund money can support semiconductor grants. The State Controller must confirm amounts before any money moves.
Arts programs and grants funded FY2027
The Commission on the Arts gets $2,281,200 for FY2027. It includes $964,800 for staff, $389,600 for operations, $49,900 for capital, and $876,900 for grants and benefit payments. This supports arts staffing and grants statewide from July 1, 2026 to June 30, 2027.
Energy resilience grants continue in FY2027
Up to $10,609,800 in unspent FY2026 money is available for Energy Resilience grants in FY2027. Funds come from the Miscellaneous Revenue Fund and may be used for one-time costs from July 1, 2026 to June 30, 2027. The State Controller must confirm amounts with the Legislative Services Office before any transfer.
Funds for Capitol buildings and Governor housing
For FY2027, the state gives the Capitol Commission $2,342,000 ($142,000 for operations and $2,200,000 for the maintenance reserve). It reuses unspent FY2026 Capitol Commission balances for one-time costs, with Controller confirmation. It transfers $250,000 from the Capitol Maintenance Reserve to the Operating Fund and $1,737,500 to pay the Capitol Mall facilities bill. It also transfers $60,600 to the Governor’s Residence Fund for the housing stipend.
Funding ready for hazardous spill response
For FY2027, the Military Division can spend receipts in the Emergency Management fund to cover costs from hazardous-substance incidents. This continuous appropriation applies July 1, 2026 to June 30, 2027. It speeds payment for spill response without a new appropriation.
Keeps PERSI investment costs funded
Starting July 1, 2026, PERSI’s Portfolio Investment Program has appropriated funds for admin costs. All other investment expenses are perpetually appropriated to the Retirement Board under Idaho law. This keeps pension investing operations funded and stable.
More support for senior services FY2027
The Commission on Aging gets $16,714,500 for FY2027. That includes $1,716,600 for staff, $844,500 for operations, $74,700 for capital, and $14,078,700 for trustee and benefit payments. These funds support services and benefits for older Idahoans from July 1, 2026 to June 30, 2027.
General government funding and staffing caps
For FY2027, the Department of Administration receives $13,529,900 for personnel, $17,737,900 for operations, $60,600 for capital, and $31,328,400 for trustee and benefit payments. The law also sets maximum full-time positions for many agencies (for example: Administration 136.00; Tax Commission 445.00). Any increase needs the Governor’s OK and notice to JFAC. Agencies must use funds only for their named purpose and provide accountability reports and audits when available.
